Legal Question in Civil Litigation in California

neighbor conflict

My neighbor holds a position in city council for our city.Since he moved in, he started demanding that we renovate our property. Our property is in good condition and we keep it as clean as possible. Out of no where the city inspectors have come out to warn and harass us about installing new grass, putting up a new fence and several other upgrades.We do not have the money to invest in bringing our property up to the ''city standards''. Other properties on our street are worse than ours and they have not gotten warnings or tickets as we have.I have been talking to the neighbors.I strongly believe that our neighbor(city employee) has had something to do with the inspectors coming out and requiring all the changes.The tenent from the front house has complained that the neighbor/city employee snoops around and looks over the fence constantly.Our previous tenant also communicated this to us.This problem has caused us to lose a tenant because the tenant was not comfortable with the kaos and the city's watchful eye.What are our rights and do you think we have a case?Can we sue our city or our neighbor for harassment?

It is very suspect, I agree. While not a suit, there may be things that can be done, depending on the exact facts.
