Legal Question in Civil Litigation in California

Is my neighbor liable for injury to animal?
I have cats, and as cat do they roam. My neighbor said if he caught my cat in his yard he would shoot it. Two days later my cat came home bleeding from it's side. I took it to the vet and they pulled a BB out of its intestines. Although we did not witness the attack, I live in an area that I have only 2 neighbors, one is a 79 year old widow, the other is the man (who made the threat), his 16 year old grandson lives with him and has a BB gun, we have seen him in his back yard shooting at stuff. Is my neighbor responsable for the $658.00 in medical bills for surgery to remove and repair the damage caused by the BB shot?
