Legal Question in Civil Litigation in California

Parole and marriage

My husband and I got married while he lived and worked in another county. He was also on parole (nothing serious, he is a good person), he's not off for a year. The problem is, he isn't allowed to move to my county to live with me, he's been denied by the parole office. I have a home, a job, a child in school, so I can't move to his county. We are married and this putting a strain on our marriage emotionally, financially and physically. Is there anything that can be done about this legally?
