Legal Question in Civil Litigation in California

Patient Confidentiality

My sister just became pregnant a few months ago. The receptionist at a new doctor she began to see told a cousin of her boyfriend she was pregnant, who then told her boyfriend's mother. (Whom was not yet informed of the pregnancy.) This has caused my sister great distress and mistrust. Does she have any legal recourse in this situation and should she confront the doctor or wait and speak to a lawyer? Thank you for your help.
