is it a crime in california los angeles county to know that your cat has FIV,FIP,Felv or any kind of disease that is deadly to let it outside and roam the streets

As far as I know the feline diseases you mentioned are "deadly" only to other felines. I've looked up state law and the municipal codes of LA City and County; generally it's illegal to let dogs roam the streets, but there's no similar prohibition as to cats (unless they are in heat).

I did find the following LA City ordinance:

SEC. 53.30. KEEPING OF DISEASED OR CRIPPLED ANIMALS.

No person shall have, keep, or harbor any animal which is known or believed by him to be infected with any dangerous or communicable disease, or which is in an incurable crippled condition, or which is afflicted with any painful disease which is believed by such person to be incurable, except as in this article otherwise provided.
