Legal Question in Civil Litigation in California

A PG&E Employee accessed my personal information with no legitimate PG&E business reason or any expressed or implied permission from me. She also shared my personal information with a convicted felon. I reported the matter to PG &E she was reprimanded. As a result, She threatened and harassed me and my family. I had to move as a result. I wanted to know if PG&E can be liable for their employee actions through HippA or CPUC Rules and Regulations. I would like to pursue these matters in litigation.
