When is a Photo Release Form required?

If I take a photo what are the requirements for a release form (e.g., a tourist photo published on the web of a downtown scene may have visible, identifible faces). If I obscure the features of people, can I publish the photos I'vew taken without a release form, such that the subjects faces are not identifible?

If you photograph people in a public place you usually will not need a release from anyone in the picture. There should be no problem with the photo you describe.
