Property Management and Owners taking advantage of Students.

I recently lived in an apartment complex mostly occupied by students. I moved in June of 2001, and around July, I noticed the washing machine wasn't cleaning the clothes properly. The washing machine leaked grease into three loads of my clothes, ruining them. The manager of the complex had a mechanic come and check out the washing machine. The mechanic explained that the machine had not been working properly for 5 months. Since I had just moved in the previous month, this was obviously not my fault. The manager said to submit a claim of damages to the property manager and I would be reimbursed for my clothes. I submitted a claim on October 1, 2001, and the property managers lost the claim. I resubmitted a claim in November, and they said everything was going to be fine. They kept delaying paying me, and now in January, they said the owner didn't want to pay because the process had taken too long. I need help!! I figured I would write a letter giving them 10 days to pay me, and if they didn't then I would take them to small claims court. But I don't know what to say in the letter or even if that is what I should do.
