Legal Question in Civil Litigation in California

a raw deal

if a contract was made with law enforcement for relocation of a witness after testifying in open court and the witness is released and left in the threat zone and eventually gets in trouble again can the law enforcement be sued.its a long story i just need to know what kind of lawyer to contact
