when serving roggs, requests for admissions and requests for production of documents is it necessary to also do BOTH certificates of service and certificates of mailing?

You have to do a proof of service. If the party receiving the discovery requests has already made a general appearance in the action (i.e., either filed a complaint or an answer) then service can be by mail and the proof of service by mail is used. If they have not yet generally appeared, proof of personal service is required.

A proof of mailing is a proof of service. You may mail serve written discovery.

But if you are a party to the action, you cannot serve the documents yourself. Someone else who is over the age of 18 must do the mailing and sign the proof of service.
