Legal Question in Civil Litigation in California

Can anyone sign for someone else's certified mail without their permission? I have been staying at a hotel while relocating. I never gave any of the staff permission or prior authorization to sign for any certified mail, but they have done it on several occasions and in one case they signed for something and delayed over a week getting it to me. I was present in my room at the time of mail delivery but the hotel made no attempt to call me and have me come down and sign for it myself. Is this legal?

Unless the certified mail is marked delivery only to the addressee, any adult at the address can sign for it. Failing to give it to you, howver, is mail tampering and should be reported to the Post Office.
