Legal Question in Health Care Law in California

My next door neighbor let his pitbulls dogs loose and came over to my property and attack my little dog we call the police but they didn't do anything can we press criminal charges or it this a civil matter.

Check with your local municipal animal control office about what to do. It's also a civil matter. Your neighbor should at least compensate you for your vet bills.
