Are health care providers that provide services through state or federal funding programs (i.e Medicare or Medical, etc.) required to use a competitive bidding process in choosing vendors?

No. But they only get reimbursed according to strict schedules, so if they waste their money by not getting good prices, it's out of their pockets.
