Can I sue someone for piercing my 9yr old daughters ears wit out my consent

Well you can sue for most anything. The question is will you win and if so what damages. What damages do you have from this? Basically none. At 9, if you take the earrings out and treat the holes like any other childhood wound, they will just close up. What are the damages you would seek the court to award? You have none. If the person who did it was not licensed, you can file a police complaint, though that is not really likely to get anywhere. If they do it as a business without a license you can report them to the state consumer affairs office that handles cosmetologists for being an unlicensed business. If they are licensed you can file a complaint with the agency that might get their license revoked. But sue in court for damages? No, not really.

Not only you can sue, you can report t the person to police for battery.
