i 751 fee waiver form , since the fees are so hight for this application , is there a fee application waiver ?

where to find it or download it ?

There is no such application. It's up to you or your attorney to explain in writing why can't you afford to pay this filing fee, what is your financial situation, and why the USCIS should waive this required filing fee in your case.

If a fee waiver request is denied, your petition will be rejected and returned to you.

If you can't afford an attorney to explain this to you, then you should look at this webpage:

You will need to read these instructions and consult the Poverty Guidelines, at:

http://www.uscis.gov/files/form/i-864p.pdf

It will be up to the officer adjudicating your case to decide whether you qualify for a Fee Waiver. So, while there is no application, per se, there is relief that you can seek.
