Legal Question in Immigration Law in California

about asylum

I am texas resident on a non-immigrant student VISA, if i applied asylum from the state of California, do i need to be resident of CA? If not, what requirements do i need to file an asylum from CA?

Dear Inquirer:

You can not choose at which office to file your asylum application. Your application will be routed to the local USCIS Asylum Office having jurisdiction over your place of residence as listed on your form I-589 when you file. If you are residing in California, your interview will be conducted in Anaheim, CA.

From the USCIS website: "If you reside in AZ, the California counties of Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, San Luis Obispo, or Ventura, Guam, HI or the Nevada counties of Clark, Esmerelda, Nye or Lincoln, file your application with the California Service Center."
