How do I bring a mentally ill, adult brother to care for in US?

I have 35 year old brother who is in a mental institution in Bulgaria. He is

often abused there and is getting worse. My parents just obtained their green

cards and would like to come join me but they don't want to come and leave

my brother behind. How can I get him to come and live in a home here? I was

told that he would never get a green card because he would be a public

charge. Still, I will be his only relative when my parents pass away and I need

to find a way to bring him over legally so that he can get medical care. What

can I do in this situation? Should I have my parents petition for him even

though they are not yet citizens? Also, are they in danger of losing their green

cards if they don't come to live here because of him? Please help.

Consider Humanitarian Parole. You may need to get commitments from doctors and prospective treaters in advance.
