Can a BS employee apply for 2005 H1-B

I have a BSEE degree and I am employed in a semiconductor company working on my OPT visa. My company is willing to apply for my H1. Can I apply for my H1 for 2005? If yes then what is the date? There is a press release from USCIS on march 8, 2005. when that is going to be effective?????

ANY DAY NOW, THE NEW PROGRAM IS SUPPOSED TO OPEN UP 20,000 NEW VISAS. CALL MY OFFICE AND I CAN GET YOU STARTED FOR WHEN THAT IS SUPPOSED TO OPEN UP.

H1b for fiscal year 2006 starts on Oct. 1, 2005 and the earliest date to file is on April 1, 2005. To file for the 20,000 quota for fiscal year 2005, you have to wait for further notice from USCIS.
