When you say he was caught with an AZ driver's license, what happened next? Did he receive any criminal charge for using the fake ID? Was he then removed or deported from the U.S.? Allowed voluntary departure? You'd have to be more specific.

Since you are a U.S. citizen, you may file an immigrant petition for him, which can result in him getting a green card. However, if he was caught at the border with false documentation, there could be a problem, because he was trying to use false documentation to get into the U.S. Does he remember if he was fingerprinted...or was he sent back without getting his fingerprints taken? Has he committed any crimes in his life?

If there is a record of him getting caught at the border or of any crimes in the past, he may still qualify for a waiver application, asking the government to excuse his attempt to enter the U.S. illegally (or excuse for crimes). However, this is discretionary, meaning that it's up to the officer to decide to approve the waiver or not. There are certain requirements he has to meet for a waiver, so it is important that you have an attorney's assistance.
