My sister would like to married a guy. He has student visa and she has greencard. If she married him can his status chaged in order to get working permit, stay in the country legaly and get greencard later. how long it takes and what needs to be done.

If your sister petitions for a new spouse (submit an I-130 Petition), he would need to wait until his priority date became current before applying for a green card. While he is waiting, he will need either nonimmigrant status or wait outside the U.S. In other words, an approved I-130 Petition does not grant authorization to stay in the U.S. It only allows the beneficiary (i.e., your sister's future husband) to apply for a green card when the time is right.
