Legal Question in Immigration Law in California

i heard that the lapd is has a ban on immigration enforcement,,,,

what if my friend has a deportation in absense

if my friend gets pulled over in a routine stop,,,,,will he ( can he) get arrested for immigration order or let him go? he will start re-opening his case in a year,,,,but doesnt know if he will get arrested when he goes to re-new his i.d.

If he is pulled over, he could be arrested due to his immigration lack of status. If he intends to reopen his case, waiting a year will disqualify him.
