Legal Question in Immigration Law in California

I have two minor kids and their temporary residence alien card expired on 2003 same year I became a US citizen I want to know if I should reapply them or get them a US passport. In my last question for lawguru I got the answer that I should responsor them, what does this mean and what are the requirements I need to submit and forms that I will be needing?

90 days before august 2010 you can apply for naturalization.
