How can I send for a relative from Mexico with a daughter to care for my elderly parents? She Will retire from her government job soon.

Unfortunately, you probably can't. A visitor cannot have immigrant intent & if someone is coming to the U.S. to care for someone, it could be construed as intent to permanently reside here. Moreover, the scrutiny of visa applications from MX is high.
