''Special Handling'' expediting process

My sister, since she is under 21 has an H4 visa with my parenhts and is currently awaiting approval for LC, but because of the backlog of applications it is taking a long time before she gets some sort of work permit. She has a talent agent but cannot work without the work visa and we don't have any money to pay for the application fee to file for H1B3. would ''Special Handling'' apply to her? Is there anyway to expedite her greencard or work permit so she can work and be able to pay her college tuition?

Not very likely. RIR is for regular traditional jobs with a paycheck, not an acting/modeling job where you work once in a while. The "special handling" on the Cyrus Mehta website has to do with top performers/entertainers. Those are people with international fame and renown, such as top movie stars, Oscar winners, Grammy winners, top top fashion models maybe. A young girl who's only an aspiring actor/model has no chance.
