Legal Question in Insurance Law in California

I wasn't sure what category of law to put this under so I just picked Insurance, but here is the question: What does the law say about a minor with a provisional license driving a sibling? I am about to get my license and this is a commonly asked question by many teens. I looked on the DMV website and it said "Your necessity or the necessity of an immediate family member. The note must be signed by your parent or legal guardian." under the "Exceptions to Restrictions" heading. But I'm not entirely sure what that means. I am pretty sure that I could drive my sibling to school but can I drive her to the mall or to get lunch? and is a note required for every situation and circumstance? If so, what should the note contain and who should it be signed by?

Welcome to California where you need a legal education to take Sis to the mall. Sis is a member of your immediate family, and it is a necessity to eat, so go for it. Get a generic note that you are allowed to drive your sister for necessities.
