Legal Question in Insurance Law in California

Ok so I was in a motorcycle accident and racked up around $103,000 in medical expenses. I heard from one of the claims adjusters that there is a law that doesnt allow medical companies to take more than 50% of the auto insurance policy limit. If this is true Id like to know where I can find it so when they attempt to collect I can show my insurance company's law department where to find this particular law. Not to mention they still need to fix a problem with my right eye as I now have a metal plate holding the eye up. When it was put in it was not put in correctly and now it threatens to cut off vision to my right eye by severing my right optical nerve. Would the hospital have to correct this problem out of their own pockets?
