Legal Question in Intellectual Property in California

I am creating a gameboard and I need to use some photographs that may be copyright protected. If I substantiall alter the photos (as in only use portions of the image) am I still infringing on the copyrights?

Yes.....without reading any case law on the subject, I'd say that use of any recognizable part of a copyrighted image would be an unlawful derivative work unless covered by the fair use exception or the like.
