Legal Question in Intellectual Property in California

hi res scans of US and Worldwide Passports / Currency / Phone Bills / Credit Car

I wish to host on a website (subscription based) hi res scans of US and Worldwide Passports / Currency / Phone Bills / Credit Cards / Diplomas / Driver Licenses etc...

I was wondering if it was at all to host scans of such things. and if not is there anything I can do (disclaimers, ''not a government docuemnt'', other such stuff) which could make it legal.

Most of those items you are talking about are illegal to duplicate.
