Legal Question in Intellectual Property in California

I work at a store and some one came in they had there photos takin professionally they paid for them and with there purchased copies they wanted my store to make copies I thought it was fine but a coworker said we can't because of copyright from the photographer is my coworker right or wrong?

Can't say for sure without knowing a lot about the history of the photos being offered for copying, but there is a sufficiently high probability that you'd be participating in an infringement that the store should have a policy not to make copies and your co-worker and you should not question or violate the policy.
