I want to write and publish study guides for popular technical certification to be sold for profits.

Am I required to get any permission from the institute that owns an manages the certification?

Yes, probably. To the extent the institute owns a certification mark, you need a license to use their trademark.

You should consult a trademark attorney. I teach trademark law to lawyers and law school students, and practice trademark and copyright law.
