Legal Question in Employment Law in California

Regarding a CA class action suit:

The "status conference" was set for jan 28th, then moved to feb 7th, then to Feb 23rd, and now (see below):

"In light of the pending Motion to Certify Class Action, the Telephonic Status Conference currently set for February 23, 2011 at 9:30 a.m., is CONTINUED to April 1, 2011 at 10:30"

How many times can they keep setting it back? who sets it back? Why? Is this a good sign for the plantiff or the defense? What is going on here?
