Legal Question in Employment Law in California

Can an employer talk to an employee about another employee?

When I went to pick my husband up at work today, I was told by another employee there, that the District Manager had made some rude remarks/comments about him to her. It was always my understanding that and employer cannot speak to another employee about another employee. Am I right?
