I live in Los Angeles county and work in the IT field as a software engineer (by title), and have been working this job for 2 months. I am listed as an exempt salary employee but i make the equivalent of 26.67 an hour. I am not a supervisor of any kind. should i be getting paid for overtime work?

As an engineer you most likely fall into the "professional" exemption from overtime laws. If you are in a professional or technical job in which you exercise independent skill and judgment (and meet various other qualifications) and are paid at least 2x minimum wage, you are considered and exempt employee. Whether your actual job duties qualify for the exemption, would require a review and assessment of exactly what you do, but you definitely qualify under the 2x minimum wage part of the test.
