What is the obligation of the employer to pay unused accrued vacation when an employee who had given written notice of termination (although less than 2 weeks) decides not to finish out the remaining few days?

Vacation must be paid out at the time that you leave. If not, the employer is required to pay penalties -- you can obtain the money by filing a claim with the Labor Commissioner in your area. Good luck.
