Legal Question in Employment Law in California

Topic: California - Paid Administrative Leave - Rights of employee put on Paid administrative leave for over 2 weeks, pending his girlfriend's investigation who she no longer works for the company (resigned) and had nothing to do with him, had to do with sending PII thru email. what are his rights??? and no paperwork was given when he was placed on admin leave, just told they would contact him. Is this retaliation against her since she resigned? Is this legal?

I assume the employee is at-will.

I see no evidence of unlawful retaliation against the employee who is on leave. If he is indeed at will, he has no rights against his employer for being placed on leave.
