24 hour maintanence number

I was wondering if it is required by law for an apartment complex to clearly state a 24 hour number that would provide issues with a tenant's heating, water, electrical, etc. I live in an apartment complex that, when I call the main office number, the recorded message tells me to go to the website to fill out a work order for an issue, but does not give a telephone number or who to contact if there are problems.

I know of no such law, but various municipalities might require it. Why not contact the manager and get such a number and tell them that, in case of an emergency such as a burst pipe, you have no one to contact. In that case, you would have to call a 24-hour plumber and fight later with the landlord over who pays for the plumber.
