less than 1 month after lease agreement signed landlord and I had agreed on a flat rate for the water garbage and sewer. My landlord acknowledges this agreement we made in several letters she wrote to me. I have the actual agreement we made via text message still. We have done this flat rate since the first month i lived there. Now 6 mo later she says I owe her for the water bill for all the past months even though I have proof of flat rate agreement and payments to her each month. Can she do this?

Clearly an agreement is an agreement and she can not change her mind. But when the lease expires, she can demand new terms for the future renewal of the lease. So if you are on a month to month tenancy, she can give you 30 days notice that she will not renew unless you agree to the new terms she sets out.
