Legal Question in Landlord & Tenant Law in California

I have 48 units Apt. Initially a/c is installed but As tenant moved out, we decide not to install new A/C anymore. Is this against law not having A/C provided for all units?

There is no law to force you to install AC. Depends on where you are, however, this may create a problem of warranty breaching on your part as a landlord. For residential lease there is an implied warranty of habitability of the property. If the days get too hot the property may be deemed inhabitable by a court that warrant a tenant to go for rent strike or even break the lease then hold you liable for damages.
