Legal Question in Landlord & Tenant Law in California

I have a 1 year apartment lease in Sacramento California. It states the rental will automatically switch to a month-to-month rental "at market rates." I just received my notice for the rent increase (30 days before lease is set to end) for an increase of 13%. Does this trigger the 60 day notice requirement or does the original lease "at market rents" clause count as notice?

Civil Code section 827 requires 60 days notice of a rent increase that is greater than 10 percent.
