Afraid to complain...

My wife and I rent a home on a month-to-month basis and have lived here for many years. Also on this property is another house that was recently rented out. These new neighbors are rude, incosiderate, and have broken pretty much every rule the property managers have made. However, the property managers seem to adjust the rules in order to accomodate these people. One incident in particular was the shutting of the main property gate. There has always been an unspoken rule of 'if you open the gate, shut it.' The property managers even put this in a letter they sent to both tenants. I called to complain that the neighbors left the gate open, and I was told (by the property manager) that shutting the gate was merely 'a courtesy.' We've recently contacted the owner of the property to resolve this issue. For the most part, he was ambivalent towards our plight. He then told my wife that if the nonsense didn't stop, he would evict all of us. Is he legally allowed to evict us like that, for complaining about rotten neighbors? It doesn't seem fair that we are made to put up with these terrible neighbors for fear of being evicted.

If you are not in a just cause for eviction city, then he can simply refuse to renew your lease. He does not have to give any reason.
