Legal Question in Landlord & Tenant Law in California

My Daughter's family was renting a home which caught fire and my Son in law was severely burned while sleeping on the couch in the living room..As yet the cause of the fire has not been officially determined. The landlord is saying he is keeping the entire deposit of two months rent and demands my daughter pay the deductible on his homeowners insurance.Is my Daughter's family liable to pay the landlords deductible if it is not spelled out in the rental agreement? and does the landlord have the right to keep the deposit?

That landlord seems to be stupid and greedy. He should instead send flowers and 'get well soon' card to your son-in-law and pray not to get sued. I would be happy to investigate this case for your son-in-law and if I find the fire was caused due to some faulty electrical wiring your son-in-law will own that house.
