Can an apartment complex demand more money after deposit check is already returned to the tenant

Yes - there are certain expenses which the landlord may not withhold from the security deposit, or it may be their practice not to withhold those items from the security deposit. You need to ignore the fact that they returned your security deposit, and look at the underlying demand for money. Is that legitimate, or have they inflated or created unreasonable charges that you can fight. Deal with the actual charges and if you can fight them, then do so. If not, pay them.
