No interest on deposit clause in lease legal?

We live in a rent controlled apartment in Los Angeles. I understand that LA law requires the landlord to pay us interest on our deposit. Our landlord put a clause in the contract saying that ''deposit will be returned without interest''. Is this legal? LA Housing department said it's a civil matter and they can't answer my question.

Also, my landlord is refusing to do an initial walkthrough the day before the final walkthrough. I thought she was required by law to do this, if I request it.

Assuming you signed a lease, the interest question will probably have to be fought out in small claims court. However, a general rule of law is that you cannot contract away your rights that a law gives you.

Why do you need two walkthroughs? If there is a law requiring one a day before, I am not familiar with it, but I do not claim to know everything.
