Legal Question in Landlord & Tenant Law in California

I am in an interesting predicament. I rented a condo from a private owner three months. ago. The building has 90 condo units of which 50% sold before the economy crashed. The remaining 50% were given over to a management company to lease. Mine is the only unit rented by a private owner, not through the management company.

From the day I moved in, my neighbors directly across form me have been leaving their door open to the hallway directly in front of my door. Their 6 months old uses their entire apartment plus the hallway in front of my unit as a play space in his walker. It is very disturbing because he loves to scream at the top of his lungs and "ram" around in his walker.

I reported this to my landlord who then requested the management company send a letter around to all residents reminding them to keep doors closed, be quiet in the hallways and not allow children to play in them. We both agreed this was the best way to let my new neighbors know without causing a direct neighbor spat or conflict.

But the management company is refusing saying they want the exact unit number so they can send them a letter.

I feel very uncomfortable and feel I have no power in this complex management architecture.

Help!

There has to be a home owners association that is in charge of the complex; you can ask them to send out a general notice, or have the custodians on alert for such problems and notlify the offending people that they are in violation of the unit rules. You probably can not force thae management company to notify all tenants.
