Can a land lord charge the tenent a fee for service of a 3-day notice

There is no law on point. The landlord can argue that, if the rental agreement provided for it, such a fee is legal. If it is not provided for in the rental agreement you can dispute it because there is no statute that allows a landlord to charge such a fee.
