Legal Question in Landlord & Tenant Law in California
I know that my land lord is required to allow me to install a window airconditioner it my apartment(unless he wants to install central for free)But I can not find the supporting statue and/or ruling

You can't find it because there is no such "statute."
A statute is a law passed by the Legislature. A statue is a carved or molded figure of an animal or a person (and sometimes both.)

Like many things lay people "know" about the law, what you think you know and the actual law are very different. You have no right to install anything unless your lease allows it or the landlord consents.
