can a landlord rent his property out even if its about to go into forecloser?

Yes. He still has rights to the property until the foreclosure sale. However, if the sale is still scheduled by the bank and is sold, he will not be entitled to receiving the rent any longer. The new owner does, whether it's the bank or another person or entity.
