landlord is charging me delinquent rent,because I refuse to pay rent increase under thr table off the records.I am a section client in LosAngeles.What do I do.

This is totally illegal. Notify whomever is in charge of your case with Section 8, and they should file the appropriate action.
If that doesn't help (it should!), e-mail my office for the next step.
