Legal Question in Landlord & Tenant Law in California

My lease came up for renewal and the landlord raised the rent. the 3rd increase in as many years and there are several problems we have advised him about before the first two increases that have not been addressed. We sent a letter with this renewal lease (unsigned) stating that we wanted assurance that these items would be taken care of before we agree to the increase as they weren't addressed after the first two increases. Neither the landlord nor the property management company reached out to us to discuss this until we had to call at 11:pm 9/6 when our air conditioner stopped working. neither the property managment company or the landlord have been communicating with us in a timely manner. We have started to get quotes for the issues to present to the landlord and we have also offered to help with them. But they ignore our phone calls and emails until they want to talk.

what options do I have in this situation?

Without knowing the specific issues you are talking about there is no way to tell you what your options are. The nature and severity of the issues with the property control the available legal rights. Also you don't mention whether you are in an apartment or rental house, and how many units if an apartment. That too affects legal rights.
