Legal Question in Landlord & Tenant Law in California

I live in Los Angeles. I am taking my former landlord to small claims court because I did not agree with his itemization for my security deposit. Now he has retyped a brand new one saying I owe him money. The first one I got a credit.

Within 21 days of your giving up possession of the premises the landlord must send you a letter stating the basis and amount of all deductions form your secuirty deposit, or he waives those claims not raised. I would assume that he can not bring those new issues up in court, he is estopped from doing so. Point that out to him to see if you can reach a settlement with him, as it is always better to get a portion of the amount you are owed in cash then go to court and then try to enforce the judgment.
